Do I Need Both IPAF and PASMA?
IPAF and PASMA address different access methods. IPAF categories relate to mobile elevating work platforms (MEWPs); PASMA relates to mobile access towers. You need the qualification that matches the equipment and method on the job — not both automatically — unless your role genuinely uses both.
Quick answer
Match the ticket to the work: MEWP operation generally needs the relevant IPAF (or equivalent) categories; erecting or using mobile towers under PASMA-style training needs tower competence. Holding one does not substitute for the other. Verify client and manufacturer requirements for the kit on site.
Scope side by side
| Scheme focus | Typical equipment |
|---|---|
| IPAF / MEWP categories | Scissor lifts, boom lifts and related powered access |
| PASMA / towers | Mobile access towers |
| General WAH awareness | Neither substitutes for equipment-specific training |
| MEWPs for managers | Supervisory course — not an operator card |
When people hold both
Multi-skilled access teams often carry both because programmes switch between towers and MEWPs. Record each expiry separately so a current IPAF card never hides an expired PASMA certificate.
Matrix checklist
- List the access methods the role actually uses.
- Assign IPAF categories and PASMA only where needed.
- Attach card or certificate evidence for each.
- Filter both before height work is allocated.
