Does a Training Matrix Prove Competence?

No. A training matrix shows what training and cards you have recorded, and whether those dates are still current against your rules. Competence is a separate judgement about whether someone is suitable for the work in front of them.

Confusing the two is how teams get a tidy green spreadsheet and an unsafe or poorly judged allocation. This guide is for contractors who need both honest records and honest site decisions — not legal advice.

Under CDM thinking, dutyholders must use people with the right skills, knowledge, training and experience. A CSCS card or course certificate is evidence of training. It is not, on its own, proof that someone is competent for a particular task on a particular site.

What a matrix is good for

  • Stopping expired cards reaching the gate unnoticed
  • Showing gaps before a client or SSIP assessor asks
  • Keeping subcontract and employee evidence in one operating view
  • Giving the person who makes competence calls a reliable evidence pack

What a matrix cannot do

  • Certify fitness to work or legal clearance
  • Replace site induction, briefing or supervision
  • Decide which qualifications the law requires for your activities
  • Turn a green cell into a competence assessment

A workable split for contractors

  1. Assign requirements by role and keep dates current in the matrix
  2. Attach evidence to each dated record
  3. Use the matrix to shortlist people who meet assigned requirements
  4. Let a named competent person decide allocation against the actual task
  5. Record exceptions (supervised work, temporary restrictions) in notes — do not fake status

Skills matrices are still different

A skills or competency matrix rates proficiency. Useful for capability planning — still not a substitute for dated cards and certificates. Keep proficiency scoring separate from expiry tracking or both degrade. See training matrix vs skills matrix for the practical split.
