How to Build a Social Housing Contractor Training Matrix

Combine trade records with the safeguarding, resident-contact, property-risk and landlord requirements assigned to each framework—without assuming the same checklist fits every home or operative.

Model the service, not just the trade

A plumber attending a responsive leak, a roofer on planned works and an operative entering a void property encounter different information and controls. Build trade baselines, then add contract and activity layers such as customer-care, safeguarding, water hygiene, access or asbestos records where the relevant process assigns them.

  • Trade card or qualification evidence
  • Asbestos awareness kept distinct from non-licensed work training
  • Safeguarding or resident-contact record where assigned
  • Water hygiene, access or equipment training by task
  • Landlord induction and review date
  • DBS or vetting status only where lawful and appropriately controlled
  • Evidence and last verification

Support responsive allocation

Schedulers need a quick view, but the matrix should not expose unnecessary personal data. Filter for assigned requirements and current status, then apply property alerts and job controls in the housing or works system. Keep access notes, vulnerabilities and sensitive resident information out of general training exports.

  1. Agree role sets with operations and safety owners.
  2. Map each framework’s genuine additions.
  3. Verify worker evidence.
  4. Test urgent and planned allocation scenarios.
  5. Limit sensitive-data access.
  6. Review after contract or service change.

Maintain contract-specific evidence responsibly

Review each landlord’s evidence schedule at mobilisation and renewal instead of carrying old columns indefinitely. Give contract-only requirements a label and end date, and remove assignments when operatives leave that framework. Where safeguarding or vetting information is involved, show the minimum operational status to schedulers and restrict underlying evidence. Sample urgent jobs to test whether the allocation view helped or whether staff bypassed it under time pressure. Complaints, access refusals and near misses can reveal a briefing gap, but should be investigated before a new training requirement is imposed across every trade.

Link the matrix to role and region rather than storing resident or property details in it. The works-order system should hold property alerts and appointment information with appropriate controls. For out-of-hours rotas, check that replacement operatives meet the same assigned framework requirements before they receive jobs. Where a client changes an induction module, close the old assignment deliberately, communicate the transition and avoid making everyone appear expired until the effective date has been agreed.
