How to Structure Highways and NRSWA Training Records

Keep operative and supervisor status, individual units, card dates and traffic-management modules explicit; a generic “NRSWA valid” cell is not enough for reliable street works planning.

Preserve unit and role detail

Street works records can depend on whether a person acts as operative or supervisor and which units or qualifications are held. Record the SWQR evidence exactly and keep traffic-management schemes such as relevant Lantra or NHSS modules separate. Scheme language and rules evolve, so verify them at the authoritative source.

A highways record set may include

  • Operative or supervisor designation
  • Individual street works units or qualification groups
  • SWQR card number and expiry
  • Traffic-management module and level
  • Plant categories for the planned task
  • Service-location or CAT and Genny record where assigned
  • Client passport, induction and evidence

Plan before permits and closures

Check named crews while programmes, permits and traffic-management arrangements can still be adjusted. Review expiry through the work window, including night shifts and standby cover. Keep site briefings separate from portable qualifications, and do not use a renewal application as a new validity date.

  1. Verify each worker against current scheme evidence.
  2. Build role sets for operatives and supervisors.
  3. Add traffic-management modules by actual duty.
  4. Check crew and contingency cover.
  5. Re-check after substitution or programme movement.
  6. Retain the submitted client pack as a dated snapshot.

Support assurance with dated extracts

Clients may request a crew matrix alongside permits or method statements. Export only the named team and relevant columns, label the issue date and attach evidence through the approved route. A later renewal should produce a revision, not silently alter the submitted snapshot. Where a worker holds several street works units, make the selected units readable rather than squeezing them into an unexplained code. Keep traffic-management records aligned to the exact duty on the shift, including relief cover. Following the job, reconcile substitutions so the internal register reflects the people who actually worked.

When units or scheme records change, avoid bulk translating old codes without checking equivalence at the official source. Keep the original evidence and document any controlled mapping used for reporting. Expiry reminders should reach the person responsible for application or reassessment, not only the night supervisor who cannot book it. Review local-authority and principal-contractor additions as contract requirements with owners and end dates so they do not become permanent columns for unrelated highways work.
