How to Plan First-Aid Cover on Construction Sites
A certificate list is not a cover plan. Combine current first-aid records with shifts, site layout, workforce pattern and the findings of your first-aid needs assessment.
Separate qualifications from availability
Record the exact course held, such as Emergency First Aid at Work or First Aid at Work, with its expiry and evidence. Then maintain a separate operational view of who is actually present on each shift. A qualified person on annual leave, working on another project or based beyond a practical response distance does not provide usable cover.
Questions for the weekly plan
- What did the site first-aid needs assessment identify?
- Which trained people are present on each shift and work area?
- Does cover survive breaks, sickness and planned leave?
- Are remote, night or weekend works represented?
- Are subcontract and visitor arrangements understood?
- Do kits, communications and emergency information match the plan?
Use expiry dates before rotas are fixed
Filter certificates due during the programme and flag single points of failure. If only one night supervisor holds the assigned record, renewal or additional cover needs planning before the date passes. Keep renewal bookings visible, but do not mark a person current until valid evidence has been checked.
- Complete and retain the needs assessment through your competent process.
- Record genuine course titles and dates.
- Map current holders to actual shifts and locations.
- Test cover for leave and foreseeable absence.
- Review when workforce, hazards, hours or layout change.
Test realistic absence scenarios
Run the plan against more than the normal day shift. Ask what happens when the appointed first aider accompanies an injured person, takes lunch, works in another zone or leaves unexpectedly. Consider phased handovers when one contractor demobilises before another, and record who coordinates shared arrangements. Brief workers on how to summon help; a name on a board is of little value if the person cannot be contacted. Keep the rota version and assessment review date visible so supervisors do not rely on yesterday’s headcount. Near-miss, incident and workforce-change reviews should feed back into the needs assessment rather than merely adding another training column.
For travelling or civils gangs, define where cover is expected to sit as the workface moves. Check whether vehicles, compounds and remote sections have reliable communications and whether emergency information reaches temporary labour. Record the decision in the site arrangements, not as another certificate. When a first aider leaves the project, remove them from the live cover view immediately while retaining their historical training record under the company retention policy.
